The world as we know it has been divided into five parts: North and South America, Africa, Asia, Australia and other islands, and Europe—although their names now differ. Europe, now called Saeuissimi Draconis, is where this story takes place—more specifically, a port in now-Italy.

The government, ruled by Aleksandras Bullet, works hard to drain the fight out of people and make them blind to the terrible things happening around them. People are forced to take on certain jobs dicated by the government, attend live executions, and eat food passed through all government inspections.
